North Carolina College Sports Information Association Constitution

Article I – NAME
A. The name of the organization/association shall be agreed upon by the membership.
B. The name of the organization shall be the North Carolina Collegiate Sports Information Association. It may be referred to as “NCCSIA” or the “association” within this document.

A. The association's primary focus is to publicize North Carolina college and university student-athletes.
B. The association's secondary objective is to promote professional development within the college and university sports information profession in North Carolina.
C. The association's tertiary focus is to encourage the membership and participation of students, interns, statisticians, graduate assistants and others interested in athletic communications in the association.
D. The association seeks to improve organization and communication among North Carolina sports publicists.

A. There are two types of memberships.
a. Full Membership - Any individual who conducts business or engages in intercollegiate public relations for an accredited institution-or provides same for an affiliation of institutions (i.e. conferences) is eligible for membership. Individuals may have job titles such as "sports information," "athletic communications," "athletics media relations," or "sports publicist." Full members vote in all organizational/constitutional business and may serve in other capacities within the organization.
b. Affiliate Membership: Any individual who supports an intercollegiate athletic communications office is eligible for affiliate membership. Job titles of affiliate members can commonly include athletic communications or sports information "graduate assistants," "interns," or "student assistants."
i. Affiliate members do not vote in organizational and/or constitutional business, but can serve the association in other functions.
ii. In order for an entity to have an affiliate member, it also must have at least one full member in organization.
B. Inaugural membership dues will be approved by the general membership. All membership dues expire on the 20th day of June each year.


A. President – Serves a two-year term and is assumed by the president-elect after the election of a new president-elect at the annual meeting. Must be a full member.
B. Duties of the President
a. Call and chair any meetings of the executive board and general membership.
b. Supervise work of the association.
c. Serve as the association’s primary spokesperson.
d. Serves on the executive board.
C. President Elect – Serves a two-year term and is elected at annual meeting. Must be a full member.
D. Duties of the president elect
a. Preside over the association in the absence of the president.
b. Perform duties assigned by the president.
c. Serves on the executive board.
E. Past President – Serves a two-year term and is filled by the outgoing president. Must be a full member. When the association is founded, a past president will be elected by the membership and dubbed "special representative" since that individual did not serve as president.
F. Duties of the past president
a. Performs duties assigned by the president.
b. Serves on the executive board.
G. Secretary – Serves a two-year term and is elected at the annual meeting. Must be a full member.
H. Duties of the secretary
a. Keep a permanent record of the proceedings of general membership and executive board meetings.
b. Prepare a summary of minutes and for submission to the membership and executive board.
c. Compile and edit membership roster/directory.
d. Serves on the executive board.
I. Treasurer – Serves a two-year term and is elected at the annual meeting. Must be a full member.
J. Duties of the treasurer
a. Keep records of the association’s financial transactions.
b. Establish and maintain a checking account for the association.
c. Make all disbursements as approved by executive board.
d. Render a full and accurate financial statement at the annual June meeting.

K. The association’s executive board will consist of all elected officers enumerated in Article IV.


A. There shall be a joint meeting of the general membership in June of each year. The general membership meeting may be referred to as the "June meeting."
B. The president, at his or her discretion, may call additional general membership or executive board meetings.


A. General Membership
a. A quorum shall be any number of the full members present at the annual June meeting.
b. A simple majority shall be any number of votes more than 50 percent of voters present.
B. Executive Board
a. A quorum shall be any number more than 50 percent of the voting board members.
b. A measure shall pass if more than 50 percent of the voting members present vote in its favor.
c. The executive board will fill all executive board vacancies on an interim basis until the next June meeting. At that time a general election will be held to fill the vacancy.


A. Amendments to the constitution require a majority of the executive board and a simple majority of the general membership.
i. Dues for the fiscal year will be determined by a majority of the executive board.
ii. The president will announce the decision of executive board and the annual dues at the June Meeting.
iii. At no time will affiliate-membership dues exceed one-half the cost of full-membership dues.
i. The association may recognize outstanding intercollegiate student-athletes by selecting all-state teams. Full and affiliate members will nominate, research and vote for all-state teams by the imposed deadlines and with integrity and without bias.
ii. Appointment of electronic publicist.
1. The electronic publicist, or webmaster, will promote the association's activities through electronic media.
2. The electronic publicist will be paid a stipend approved by the executive board.
3. The executive board with a majority vote can remove the electronic publicist.
iii. There shall be no proxy voting of the general membership or the executive board.
iv. In order to approve the constitution and start the association, the sports information professionals identified in Article III will vote on all business at the organization’s first meeting. A simple majority passes all business.
v. Creation of Committees
1. All committees shall be created at the discretion of the executive board.
2. Committees are open to all members and will be chaired by full members.
vi. Removal of Officers
1. Any member wishing to remove an executive board member must notify another executive board member more than one month before the June meeting.
2. Such a request shall include the reason(s) for the desired removal.
3. Full members pursuant to Article III will vote upon the request.
4. The removal of officers requires a three-fourths vote of full members present.
